Can I take my dog into businesses and public entities?

To legally take your dog into businesses (including stores, restaurants, and hotels) OR public entities (including parks, beaches and government offices) you must have a Service Dog.

*Psychiatric Service Animals (PSA’s) are a type of service dog and have the same legal rights as service dogs.

*Emotional Support Animals (ESA’s) have no legal access to businesses or public entities.

Can I fly with my dog in the main cabin of an airplane?

To legally fly in the main cabin of an airplane (with no fees) you must have a Service Dog.

*Psychiatric Service Animals (PSA’s) are a type of service dog and have the same legal rights as service dogs.

*Emotional Support Animals (ESA’s) are NO LONGER LEGALLY ALLOWED to fly in the main cabin of an airplane (laws changed in January 2021).

Can I live in housing even if there is a “no pets” policy OR breed/weight restrictions?

To legally live in housing that has a “no pets” policy OR has breed/weight restrictions you can either have an Emotional Support Animal (ESA) OR a Service Dog.  In addition, you cannot be charged pet fees/deposits.

*Per US Federal laws landlords/property managers/HOA’s have the legal right to require a “properly” written ESA/PSA Housing Letter prescribed by a licensed therapist.

 What are the qualifications to have a Service Dog?

Someone has a SERVICE DOG if they have a physical or mental/emotional disability, AND their dog has been specifically trained to assist them with their disability. The dog can be trained by anyone including themselves. There is no training certification required by law.

A service dog is generally allowed to go anywhere the public is allowed to go. A representative of a business or public place can legally only ask you 2 questions: 1) Is the dog a service animal required because of a disability? 2) What work or task has the dog been trained to perform?

What are the qualifications to have an Emotional Support Animal (ESA)?

Someone has an EMOTIONAL SUPPORT ANIMAL (ESA) if they have a mental/emotional disability (such as PTSD, anxiety, depression, OCD, panic attacks, bipolar disorder, phobias, etc…) AND their dog comforts them.  Specific training to assist them with their disability is NOT required.

*ESA’s DO NOT have public access rights like service dogs.   Though, a few businesses will voluntarily allow ESA's even though they are not legally required.  

What are the qualifications to have a Psychiatric Service Animal (PSA)?

A psychiatric service animal (PSA) is a type of service dog.  PSA’s are for people with mental or emotional disabilities (such as PTSD, anxiety, depression, OCD, panic attacks, bipolar disorder, phobias, etc…).

PSA’s must be specifically trained to mitigate their handler's psychiatric disability. Their function is not to provide emotional support but to perform tasks that enable their partner to function in ordinary ways the non-disabled take for granted.  The dog can be trained by anyone including themselves. There is no training certification required by law.

A PSA has the same legal public access rights as a Service Dog.

What should I do if my service dog is denied access to a business open to the public?

Per federal law (Americans With Disabilities Act) service dogs have access to most places the general public has access.

If you are denied access with your service dog then you can either refuse to leave, leave and do business at a different business, or contact an attorney and discuss filing a case of your civil rights being violated per the Americans With Disabilities Act.

A better solution is to have your dog registered for free AND purchase supporting gear (ID card, vest, leash, collar, etc…).  Many of our customers who do this say it helps to eliminate conflict from the uninformed public and makes their time in public with their dog more peaceful.

There are many uninformed businesses that require someone with a service dog to show their registration ID card or require the dog to be wearing a service dog vest before they will accept the service dog into their place of business.

What should I do if my dog’s breed is not on your list?

We only use AKC recognized breeds.  If your dog is not one of the approximately 200 AKC recognized breeds then the other choices are "OTHER" or "MIXED".

I’m having difficulty placing my order.  Where can I get help?

For some unknown reason occasionally a customer cannot enter the details of their order, add their order to the cart, or pay for the order at checkout.  Here are the following solutions:

A. Try ordering from another device (smartphone, tablet, computer)

B. Use a different browser (Chrome, Firefox, Safari, Edge, etc…)

C. Below the ADD TO CART button there is a link to an alternate product/package page. Click that link and try to complete your order on the alternate product/package page.

Why can’t I login using my email and password?

The email and password you created at www.FederalServiceDogRegistration.org will not work atwww.ShopTopDogProducts.org.  They are different websites with separate logins.

You can create an account atwww.ShopTopDogProducts.com, but an account is not required to place an order.  Having an account allows you to track the status of your order as well as re-order without having to re-enter your information.

If you do have an account atwww.ShopTopDogProducts.comand are having difficulty logging in then please make sure there is not an extra space before OR at the end of your email address (in other words an extra space after the .com).  That is the most common reason for “invalid email address” message.

How long does it take to receive my order?

Complete orders are fulfilled and shipped within 1 business day (often same day) and ship via US First Class Mail (up to 9 days), US Priority Mail (3-5 days) and US Priority Mail Express (1-2 days).

If digital items were ordered or they are included in a package then they will be emailed at time of fulfillment (within 1 business day…often same day).

All shipping options include tracking.  Priority Mail and Priority Mail Express include insurance.

What is your exchange/return policy?

If for any reason you are not completely satisfied with your order, you may return your merchandise within 30 days from the delivery date of your order for a refund or exchange. 

If 30 days have gone by since the delivery date of your order, unfortunately we can’t offer you a refund or exchange.

To be eligible for a return, your item(s) must be in brand new, saleable condition (no marks, dirt, or dog hair).  Your items(s) must also be in the original packaging.

The following items are exempt from being returned due to their customization.  All sales on these items are final.

  • ID Cards
  • Certificates

Additional non-returnable items:

  • Gift cards
  • Downloadable files (digital products)

Do you offer discounts or promotions?

When you enter your email and phone # you will receive discount coupons and promotional offers from time to time.

Are there age, weight, or breed restrictions for ESA’s or Service Dogs?

There are NO breed, age or size restrictions for service dogs or emotional support animals.

In order to deny access to a service dog or ESA a business owner or landlord/property manager has to have firsthand knowledge that your particular dog poses a direct threat to the safety of someone (not the breed posing a direct threat, but your particular dog).

Does your specific dog pose a direct threat to the safety of anyone?  They can deny you if it does, but it can't be because of the breed or weight of the dog, rather the determination of a "direct threat" must be based on "individualized assessment that relies on objective evidence about the specific animal's actual conduct."

There is no minimum age requirement to be a service dog, but it generally takes at least 6 months (often longer) to train a service dog. The dog must be trained to mitigate your disability and must behave appropriately in public to avoid being removed. This means there are two main facets of service dog training: (1) public access behaviors, and (2) disability-related work and tasks.
